Breakdown of cuts to Town Hall grants announced

Yesterday the Coalition Government announced the breakdown of how cuts to local authority grants – averaging 4.4% – will be distributed amongst councils following October’s Spending Review.

Today we have learned that delays to the approval process within government mean that the renewed National Compact, originally timetabled for release at the end of November, is now likely to be published next week.

Included in the consultation are suggestions to increase the use of Merlin Standards – which outlines principles of good partnership in commissioning – across government. The second Islington Compact Awards were presented during Compact Week in 2010, at Islington Town Hall. The award ceremony on 4 November recognised outstanding examples of partnership work between community organisations and statutory partners, such as Islington Council, the NHS and the Police.

Renewed Compact will be slightly delayed

The renewed Compact, which was scheduled for release at the end of November 2010, will now not be released until early December. In the interim both the existing national Compact (PDF 395KB) will continue to apply throughout England.

From 20 September to 29 October 2010, Compact Voice actively sought feedback from the community and voluntary sector on the draft text of the renewed Compact. Through the support of Compact Champions, Regional Leaders and Compact colleagues, Compact Voice received 129 written responses, attended 47 events across the nine regions of England and engaged with approximately 1500 individuals.

The October spending review marks the beginning of a potentially difficult period for the country, and all parts of society are aware they will need to make sacrifices to help pull the nation out of its excessive debt. Local Compacts are sometimes drawn up by local authorities with the voluntary sector, but then left on the shelf. While developing local Compacts and corresponding implementation groups are both good starting points, what really matters is embedding a Compact way of working.
