Compact Voice and OCS: 2013/14 Joint Action Plan

Compact Voice has agreed its operational plan for 2013/14 with Cabinet Office. This joint action plan sets out the areas where joint working is required and complements Compact Voice’s operational plan.

Objective Compact Voice Office for Civil Society/Cabinet Office
Regular meetings take place between Compact Voice and key department representatives. Attend and contribute to meetings, contributing insight and agenda items as required. Arrange and facilitate at least three meetings with Compact Leads Group from relevant departments, ensuring good representation from all departments, including LIT.
Share and promote examples of good practice on government departments’ work on the Compact. Work with departments to draft, publish, promote and monitor downloads and use of case studies as relevant. Actively engage government departments to provide information highlighting good practice which can form the basis of a case study to Compact Voice.
Address instances where Compact principles are not upheld. Provide information to OCS about alleged or potential breaches of Compact principles raised by their networks and members. Approaching relevant departments to seek clarification and provide support to help resolve issues where appropriate.
To encourage greater transparency around government department’s engagement and spend. Support government to measure and publish timely data on funding to the VCSE sector Support maximum transparency around central government spend, by supporting the National Action Plan on transparency and working with CV to consider the issues raised by their report into funding of the sector.
Support the development of policies to reflect the principles of the Compact. Identify and engage with policy developments, linking to the principles of the Compact where identified, and providing constructive feedback to ensure that policies reflect and meet the needs of the voluntary sector. Informing Compact Voice of known policy development opportunities from government departments which may impact the voluntary sector, facilitating Compact proofing opportunities with Compact Voice and the departmental Compact leads, or where policies do not reflect the principles of the Compact.
Departments arrange activities to support and promote Compact Week. Encourage and support departmental Compact Leads to undertake activities during Compact Week in government departments, providing information and attendance as appropriate. Work with departmental Compact leads and Compact Voice to support the successful delivery of Compact Week, encouraging departmental activities across government which promote both the Compact and Compact Week.
Compact-specific training is provided to a range of government departments. Provide tailored training to government departments on the role and use of the Compact in relation to their specific activities. Promote and encourage departments to provide training to relevant staff on the impact and use of the Compact in their work.
Cross-departmental business plans are developed, with accompanying action plans which promote the continued and improved use of the Compact by government departments. Work with departments to help develop business plans and action plans, ensuring the views of the voluntary sector are included, and provide ongoing feedback, information and case studies about their implementation to support continuous improvement. Provide guidance and support for the development and monitoring of business plans through the departmental Compact leads.
Promote the principles of the Compact in commissioning and procurement undertaken by government, including new partnerships, structures, and arms-length bodies. Develop and devise materials of relevance to commissioners and service providers, representing the needs and interests of the voluntary sector to them as appropriate. Coordinate dialogue between OCS, Compact Voice and relevant departmental Compact Leads to promote the continued relevance of the Compact during commissioning and procurement.
Take forward the published recommendations from the National Audit Office’s follow-up review of Central Government’s implementation of the national Compact. Highlight to OCS areas in government where the NAO’s recommendations are not being implemented, and promote examples of good practice to departments that are implementing these recommendations. To work across the Cabinet Office and with government departments via the Compact leads to support the implementation of recommendations.
