Compact Voice have been supporting the Cumbria Compact Steering Group as part of our Priority Areas Programme. We have been supporting the Steering Group in their work to sign up 4 councils in the area to their local Compact. Carlisle City Council signed up to the Compact on Tuesday: this is excellent news.

The Local Government Association (LGA) is consulting on a 'procurement pledge' for councils, and Compact Voice have responded to the consultation. While we welcome the LGA's commitment to improving the way local authorities procure services, we have raised concerns about the lack of reference to the Compact or to the contribution of voluntary and community sector in the design and delivery of services.

Do I need to run an Equality Impact Assessment as part of the process of renewing our local Compact?

While it is always useful to consider the impact to equality groups and issues when introducing or developing policies, a better longer term approach would be to ensure that individuals, groups and organisations representing different equalities strands are signed up to local Compacts and represented on local Compact working groups.

Ensuring ongoing engagement will mean that equality issues are kept high on the agenda for Compact groups, and that the needs and interests of a diverse range of stakeholders are represented.

The Compact and judicial reviews

Q: I have heard that there have been four cases where local authorities have been taken to judicial review for breaches of the Compact. Is this true?
 
A: The short answer is that a Compact breach has not directly led to a judicial review but the Compact has been referenced in judicial review proceeding and judgements.

Does the national Compact apply in Scotland, Wales and Northern Ireland?

The national Compact only applies in England, however, Scotland, Wales and Northern Ireland have their own agreements, which are listed here.
